Q is the result of the sacrifices and commitment of countless patriots to win back our captured country from the Deep State and achieve the transformation President Trump promised in this campaign video. President Trump has said the awakening of the public is key to this transformation.
Q describes this awakening as follows:

"Free thought" is a philosophical viewpoint which holds that positions regarding truth should be formed on the basis of logic, reason, and empiricism, rather than authority, tradition, revelation, or dogma.
When you are awake, you are able to clearly see.
The choice is yours, and yours alone.
Trust and put faith in yourself.
You are not alone and you are not in the minority.

Yes, he’s President. Even if he suggested the award and gave it to him, the Board would have had to approve it. I’m sure there is some sort of vetting process.
Foldspace explained why it is not the same day in the link below. With tech stuff I always need it laid it in gradeschoolese. IOW I would need side by side photos and explanations due to my own limitations. Others with more skilz can check this out. I personally have no clue about it all.

I can’t hear the hum, but I’m in a hotel room and not wanting to crank up the volume too high.
Interesting though - the hum, and some slight movement indicates airborne or possible sea-borne. Or just a noisy HVAC and amateur video operator.

Thank you for posting the link, Miss Didi. After an afternoon of conflicting reports, I am greatly relieved to hear that President Trump is doing well from President Trump himself. He was able to do that 4 minute video in one take because his words come from his heart.
I just finished writing a Get Well card to the President and will write one for the First Lady too.
