Am thinking in food— Something that would still be servable from reception of ACB to debate practice. Pastry? Canapés? Who provides ingredients to WH? Is the carrier not a person but a consumable ingredients. How convenient that it would be consumed and thereby destroyed. Sure would make tracing difficult.
