I would look into suing the city for looking the other way and/or hampering law enforcement. Few Americans realize it, but many states had laws against reverse condemnation under eminent domain laws. Basically, cities and towns that allowed rioters to destroy property were responsible to compensate private owners for their losses, under the idea that government allowed property to be taken (condemned) due to the actions and inaction of government.
Those laws finally disappeared in the 1960s when Democrats took over most cities.
