My concern about Maxwell is transporting her from Brooklyn to Manhattan. I think she fears it, too, because she waived her right to be physically present at her arraignment/trial:

As far as I know, most of downtown Manhattan and NY City in general, where the big buildings are, is all fed power through underground cables and such. It’s not likely to be affected by tropical storm winds. But once you get out of downtown, like most cities, the power source turns to overhead wires which are more susceptible to wind and fallen trees. Which is the case for most of the storm-related outages.
This Manhattan/Brooklyn power outage that occurred this morning is separate from storm damage. Could be related indirectly - perhaps they tried to re-energize a line that still had some storm damage and the breaker failed to trip back open quickly enough, causing a cascading (mis-operation, or overtrip) event that took out the supplies to the city area. There are normally multiple feeds into a city, whereby one or more can fail and not result in an outage. But if some of the source lines are already out, then there may be no more protection against contingencies.
Absent details, I don’t really know - I can only provide an educated guess. I’m not familiar with the NY area power systems.
Well, details like that escape me.
I did say “July timeframe”.
Several of us here speculated that Nicholas was brought in under cover of dark on the 13th and/or Nicholas made “intimidation” contact with JE in the blackout.

Watching all of these camera phones and people with binoculars in these pics, I’m reminded of a saying I learned back in, I think Gulf War II, and the saying was: Never Watch A Fire Fight. You don’t stand out on the roof or balcony and watch people pitching rockets at each other. And these people are learning, never watch a big fire, the balloon could go up.
You can zoom in on the outage map to a certain level, but it then becomes difficult to break it down building by building. A few other utilities use the same software to display their outages in “real time” (give or take 15 minutes or so).
