Actually it makes sense that a person would have to use a provisional ballot if he is had requested a mail in ballot. This is to ensure that his vote is not counted twice.

People who vote by mail when they have an address in New York State, for example, while they are living in Florida at their second home where they vote in person concern me.

There are so many ways for Dems to cheat. Cheating is against conservative values while “lying for the good of the party is a good” is one of the communist tenets that Dems seem to have adopted.
