First of all, any system can be hacked - it's just a matter of how difficult it is to hack. But yes, it certainly seems more reliable than mailing out ballots & should provide a very high degree of security.
Even though it could be hacked, the election process is only for a couple of months & presumably the codes would be changed for the next election. I'm guessing so it wouldn't be like a static data base of credit card numbers just sitting there, but the ballot codes & other security measures would be changed each election.
Regarding, testing during the election - I agree. I'm not sure it will be functional during this election (one of my questions I can't find an answer to), but I if so, I imagine they have been running a mock system for many months.
My other unanswered question - is this something that will be going on in real time? Or is it a post-election analysis / comparison? That would root out illegal ballots, but of course, the election would be over & a "winner" declared by then, if it is a post-election analysis. Now, having said all of this, I don't know too much about block chain (if you haven't already guessed that).

AP Michelle Obama assailed President Donald Trump on Monday for ripping migrant children from their parents and throwing them into cages, picking up on a frequent and distorted point made widely by Democrats.
She’s right that Trump’s now-suspended policy at the U.S.-Mexico border separated thousands of children from their families in ways that had not been done before. But what she did not say is that the very same “cages” were built and used in her husband’s administration, for the same purpose of holding migrant kids temporarily.
A look at her remark in the keynote address at the opening night of the remote Democratic National Convention:
MICHELLE OBAMA, on Americans: “They watch in horror as children are torn from their families and thrown into cages.”
THE FACTS: The reference to cages is misleading and a matter that Democrats have persistently distorted.
Trump used facilities that were built during the Obama-Biden administration to house children at the border. They are chain-link enclosures inside border facilities where migrants were temporarily housed, separated by sex and age.
At the height of the controversy over Trump’s zero-tolerance policy at the border, photos that circulated online of children in the enclosures generated great anger. But those photos — by The Associated Press — were taken in 2014 and depicted some of the thousands of unaccompanied children held by President Barack Obama.
When that fact came to light, some Democrats and activists who had tweeted the photos deleted their tweets. But prominent Democrats have continued to cite cages for children as a distinctive cruelty of Trump.
This is shocking, but the rest of the press and Democrats still telling the lie, and many people believe it.

My dad said years ago that the voting rolls needed to be hooked up to social security.
Birth dates are established there. (Eligibility according to age established)
When a person dies they must be notified immediately (and would be taken off voting roles).
Citizenship is recorded there
Any inactive account would be suspect and could immediately be checke
Numbers are already established There would be no duplication of vote for people living in more than one home.
As long as it’s not hackable it seems worth a try.
Under my plan any city that defunds police will have their property tax revenue capped at current levels.
Cities can’t cut law enforcement & then turn around and increase taxes on the residents they just endangered.
