It’s the “keep” part that is difficult.
Had a bear wander into the urban residential area I live in.
It cornered itself in a garage and literally destroyed it after the owner closed the door (silly man...).
After all was said and done, he couldn’t clean the garage back up until ServiceMaster came in and *de-ordorized* the garage, TWICE. $330/per.
Damn things stink...bigly. Had to visquine the door to the house to cut down the migration.

My thought goes along those lines. Using him as placeholder bait. Allowing derps to think they are in the clear in SDNY because they "put one over" on PDJT and Sessions. Keeping them comfortable enough not to panic and run. In reality allowing time to do the background casework, letting the derps/criminals get nice and secure. I think that's what you are saying but it's what I've been speculating since Juneteenth.
