I suspect Declas covers more than just unmasking.

As for Barr’s statement regarding Obama and Biden, I think one thing Barr has made very clear. He will not recommend charges be filed unless the case can be proved beyond a reasonable doubt. Obama and Biden have people willing to fall on their swords. Getting enough proof to legally present in court will be difficult.

It’s possible that it has to come down to who do those people fear the most. The Courts or the Cabal.

Or, maybe there is air-tight evidence the Durham has not shared with Barr...yet.

Barr is trying to dampen the heat by 'clearing' Biden and Obama of any potential. That is a purely political statement, and not one grounded in the law. He leaves the door wide open for criminal charges against OTHERS. You will notice he didn't name Hillary in his short list. This is also in keeping with Q's CHESS ANALOGY of a few days ago. You don't attack the KING until the middle to the end of the game. If I read Barr correctly, given all of this, there will be indictments, and plenty of them. He already knows.

I think Barr’s statement that he does not expect Durham to indict Biden relates to some of his earlier statements that the Durham Indictments can go forward NOW, because “They do not relate to any current candidates for President.”

In other words, indicting Biden would be seen as interference in the election, a DoJ no-no ... but indicting Comey, Clapper, Brennan, Strzok, McCabe et al. would not interfere.
