If the secretary of the Army is mayor does that mean DC is under military control? And what laws are broken or brought to justice become military justice?

Since Washington D.C. does not have a governor who would normally be the official to activate the national guard in any state, that authority rests with the president.
So this is standard procedure for the Sec. of the Army to activate the guard, and the government of Washington D.C. is not being taken over as may have been rumored.

Today, a new day is dawning.

Very good article. All states have different play books. Georgia National Guard can have guns. DC is the only area the President calls out the National Guard as a governor. Nation Guards are basically only there to help police. They have batons/tear gas / shields and protected gear. Mainly there to push crowds back. Governors determine time needed to serve. So I guess President determines DC National Guard time of service.

Muriel Bowser is still the Mayor of DC.
The Governor remains in place as long as needed to address the crisis.
