the business owner doesn’t have to file for the money.
But having your workforce sitting home paid, and them knowing they have a job to go back to, is going to make it a whole lot easier to reopen. Having to place ads, interview, probation, etc., will add even more time to reopening. (And also holds wages stable. If a boss has to new hire, it’s going to be at lower wages naturally) There shouldn’t be any reason we can’t be pretty much clear by end of May. Seeing that we are closed to all outside travel.
