No, it is wrong because it includes those who get infected, rather than those who are diagnosed. The CFR is all about those who are diagnosed. Random sampling has nothing to do with it.

Yes, the CFR is nowhere near 4! But the CFR for influenza (without pneumonia) is less than .5%. Lets get real here, Wuhanic Plague is more easily transferred, creates far more ICU stays for longer periods than all strains of influenza combined.

Does China shutter its economy and quarantine 700 million people for the flu? Hell no! They will gladly sacrifice millions of their own just so Xi Jinping can brag about fictional growth figures.

The way that Emergency Prepardedness is set up in the country is that the responsibility lies at the state level. That is where planning, budgeting, training and facilitation is supposed to happen. 99% of this stuff is localhurricanes, earthquakes, etc. each area has their thing. My area is blizzards and ice storms. The same plan applies to the occasional hurricane.
FEMA is deployed as a back up. They are mostly the folks that coordinate federal support. If you recall, part of the problem with Katrina was that Bush did not nationalize it and the Governor did not act well.
So, this is the 1% of incidents: War and pandemic. Trump has not done a good job explaining how all this is supposed to work. The focus should be on the states public health departments. The county health commissioner is really the tip of the spear in most of the US.

I am not sure you understand what a crashed health care system looks like.
Do some research on some poor third world countries.
There will be highly infected people in the hallways, outside in tents.
There will be armed guards preventing _anyone_ new from entering, _anyone_.
The triage will just be for folks who make it inside.
Most young people will never get that far.
