If you had enough test kits you could test everyone. But what you do about the 6 Million false positives you would get is a problem. That is why you focus on people who have actual symptoms consistent with the disease. Then you have to worry about false negatives.

Unless you have very reliable tests, testing is almost worthless.

How do you know how many have it without testing?

If you test the whole country you will find 6-30 M who will test positive without having it when less than 100 have it. You won't be any smarter about what is going on.
