The cures for all cancers as well as AIDS and many other things are right around the corner through the coming explosion of genetic medicines (actually viral vectors genetically engineered to deliver the cures).
The President is obviously well-briefed on this. At least twice in speeches he has said: "The AIDS epidemic will be completely ended in the United States within 10 years."
The very first genetic cures based on lentivirus vectors have been released commercially in the EU, and will soon be certified by the FDA here.
These initial medicines are targeted at very rare, very serious (or fatal) diseases with well understood genetic structures that can be reliably targeted using the viral vector approach. When people with "Incurable" diseases start going home after a single dose--COMPLETELY CURED--the dam will break on hundreds of other cures that are already queued up for approvals.
This will BTW present a new set of issues for the insurance industry and medicare; however, I think the cures will ultimately be cost effective versus lifetime illnesses punctuated by major medical procedures.

An Iowa-class BB displaces about 57,000 tonnes (long or metric tons). An AP shell weighs about 1.22 tonnes and a full broadside would be just under 11 tonnes.
A full charge for each gun (WWII) is 660 lbs. of SPD 839 propellant. There is not enough energy in 3 tonnes of propellant to move 57,000 tonnes of ship any significant distance.

Actually, in the case you specify, the bill would become law, since if the bill is not signed for ten days, while Congress is in session, it is the same as if it were signed. If the Congress recesses before the 10-day period is reached then the bill would be vetoed on the 10th day while the Congress is still not in session. That would then be a pocket veto.
