There is tons of trash in the ocean. Conex boxes fall off freighters all the time and I’m sure a good many of them float. If you get one just heavy enough to float a few feet below the surface, well I would not want to ram one in a boat. I am sure there are worse things to hit in the open ocean. Thing is stuff tends to float far apart so your odds are good you will never hit anything. A little bad luck, and there is plenty of floating crap out there to sink a fishing vessel or wreck props or whathaveyou.

A surprisingly large number of containers go overboard every year and they can remain floating just at the surface, so could be something like that. Though the numbers are falling.
