On 9/29/2019, I sent an email to: Mike E Devine, Analyst in Intelligence and National Security, at Congressional Research Service asking about who requested the write ups on:
R45431 -Community Whistleblower Protections in Brief - Version 1 12/13/2018
R45345 -Intelligence Community Whistleblower Protections - Version 5 Updated 9/23/2019.
(Version 4 was updated 01/18/2019 - I did not bother to chase Versions 1-3. I'll do that later)
I've heard nothing so I took a shot today (at approx 12:45 pm cdt) by asking the Library of Congress (Which is the parent of Congressional Research Service )
They said they would get back to me in 5 business days.
They got back to me @ 14:47 today....with this:
No question it was a congresscritter making the request. Probably a RAT. It looks more and more like Pres. Trump was being set up. They had to lay the groundwork first.
Now I guess I need to do an FOIA to see who requested these reports.

Since the ICIG has no evidence whatsoever about the relationship and contacts between the whistleblower and Schiff’s staff, the investigation has to get that information from other fact witnesses. Who also happen to be running the investigation.

So far, there has been no impeachment inquiry.

Just a lot of subpoenas that will be utterly ignored.
The House does not have the authority to compel testimony for a falsified issue of their own creation.
