I am not sure.
I thought changes to the rules only required a majority vote.
Perhaps they have to go through this procedure first to get it on record, then come back with a majority vote to change the rule.
Senate rules are not law, they are just rules. There is nothing in the Constitution that says 60 is the magic number.
