That is a VERY interesting article - if I can connect the dot presented by vitaman - when POTUS when to Singapore, it's believed there was a missile threat from Whidby Island. This week, when POTUS went to Vietnam, there's a GPS military jamming exercise. It could well (be that) this indicates that there were defensive countermeasures this time around. That's quite the coincidence!
