IIRC the man in OR who was fined or whatever for collecting runoff water was collecting it in large dams/cisterns or something like that, and his property was fairly decent sized, part of watershed for a local stream. I remember reading the volume he was collecting. In areas that don’t have water rights, then it doesn’t matter, or where it rains in the summer. Here it usually doesn’t rain from the end of April or beginning of May to mid Sept to October, in a very late year, early November.
In former days, people would kill each other over water rights.
One of the reasons people have gotten so angry about mj growers is they suck water illegally from streams and creeks and also suck so much water from wells that it affected the groundwater in some places. Areas that are zoned rural residential can’t be used for commericial ag and that’s one of the reasons - water rights.

The theory put forward on Conservative Treehouse by Sundance today is that President Trump (or his attorneys) have been told by Team Mueller that any declassification of materials having to do with the investigation will be considered obstruction by Mueller. And presumably add to the evidence in support of an obstruction charge that Mueller has been threatening since near the start of the witch hunt.
This is why (per the theory) Trump backed off on declassification a few months ago, after talking to Rod Rosenstein.
The theory continues that Trump will be free to declassify after Mueller completes his final report. Sundance has a theory that it will be out this Spring. A few other people seem to think that too.
I'm skeptical about that timeline. Ken Starr took 4.5 years to produce The Starr Report from the initiation of the Whitewater investigation. He also charged and convicted 15 people by then. This seems to be a similar scope investigation, and I don't see any sign of Mueller ending it anytime soon. In fact the sentencing for Flynn was just put off for another 90 days so he could continue cooperating with Mueller on various matters. Given that I think this will drag on for years.
Sundance also suggests that the OIG report on FISA abuse (and Spygate) is bottled up behind Muellers probe. If so the probe itself (regardless of whether it produces any more convictions) is of immense value to the Deep State. It's keeping a lot of Deep State badness hidden. Why would they complete it when it's so valuable? Surely there is always the pretext of another rock to look under before writing the report.
Of course Trump *could* decide to ignore the advice of his lawyers, and ignore the threat of an obstruction charge by Mueller and declassify anyway.
But the longer he goes without doing it the less valuable it becomes as a defense. For instance: if he waits until he's impeached it will be seen by many more people as a desperate bid to obscure, not as a valiant truth telling.

I figured out it might be by the second line, scanned down and saw it was, and skipped to the next comment, yours. There’s a certain whiff that reminds me of sanctimonious dank mold and bad breath that clues me in.
Well, see - a difference in how people are raised. If my family lived there, they would never do something that was likely to be hurtful to the neighbors.
And if we were contemplating doing something that might also impact the neighbor’s property, we would first go talk to them to see what they thought.
And the neighbors would have also been courteous and considerate, so there wouldn’t have needed to be all those rules.
So certain people without that regard, can make it necessary for more government regulations. I guess that’s why Daniel Boone always wanted elbow room. LOL
In the arid and semi-arid west, it’s always been (at least in many areas) sort of wild and wooly. It’s not illegal to collect rainwater from roofs or some other like setup. The guy in Central Point built reservoirs on his property and collected 13 million gallons of water. So it’s a complicated situation.
