Have you seen the design for the Bollard Fence Design (steel slat picket-fence) that DJT has been talking up this week ? What do you think of it ? How penetrable ?
The design features a see through capability, which has plusses and minuses. Steel like spikes crown each picket. Costs would be considerably less. Construction time minimized. Trump calls it beautiful. It certainly is more appealing than a concrete wall.

Why cant a rope with a big hook at the end be thrown up to catch on the top? I think the version with spikes is better.

Anything short of a lethal design can be defeated with ease. The design you mention can be overlaid with a wood or metal C shaped cover.
Thermite or a plasma torch could fell a section very easily. Or some C4 shaped charges.
Someone in good shape, with rope and grappling hook, could be over and down in less than 5 minutes. In high school we were required to climb a 30’ rope and slap the gym rafter with one hand, before climbing back down. I got to where I could do it hand over hand, without using my feet, like circus performers do. I don’t believe the stories that our SF were not able to get over this thing.
Seems to me it's like a prison, you need at least 12 or more feet of concrete from the ground up. More if possible, and whatever is anchored atop the concrete, bars, lattice work, etc., needs razor wire coiled along it.
The wall Israel built works. Copy it and stop pussy footing around with the distractions being thrown into the mix.

Trump and the rest of us envisioned a solid wall, but when the design process began Border Patrol agents asked if they could give their input. Their main concern was that it not be a solid wall, they wanted a design that would allow them to see what was happening on the other side. They were concerned that illegals, smugglers, ETC could gather on the other side of a solid structure and wait for them to pass by on patrol to attempt to breach the wall or possibly plan to ambush them as they came through.
Their concerns were considered, as I think they should have been. I am happy with that type of fence, it has been tested. My son in law worked on a section of fence that appears to be the same and he said it was great. There is basically a concrete wall mostly underground and the fence is attached to the top of that. There is a wall, with a fence on top according to my son in law.
There isn't a single person over there who thinks we should protect our borders or even be a sovereign nation. Wading through their drek is absolutely sickening.
32 feet is a standard ladder size. In this situation you would just strap a wooden slat across the top of the ladder before you raised it. Then it would be supported on two poles.
And yes you can even get 48 foot and 60 foot ladders. But they cost a chunk of money.

No matter what type of wall, fence, ETC. there will still have to be layers of border security, including patrols to be effective. The biggest deterrent to work is going to have to be the enforcement of our immigration laws, we have to convince the illegals that they are not welcome here.
Even if they could get to the top there could be many clever suprises that would provide great youtube videos.

Put a round steel “bumper” at the top, nothing to rope on and it would be scary as hell trying to balance on to bring the ladder up and move it to the other side of the wall.
Remember the most athletic in shape young Pedro might still get over, but Jaunita his pregnant girlfriend/wife isn’t neither are his kids. And that is more important
and most of the pictures of them sitting on top, those are areas where it is only 15 to 20 feet tall. 30 feet is a whole different ballgame.
...... I bet the US Special Forces wished they had tried that tactic when they attempted to scale the prototype wall. Some things look a lot easier on paper than in reality. That said .... Razor wire on the top would actually be a great touch and make it even more formidable.
