I think 87 is important! Why would he put in such a specific number? It’s like when he said he’d been to DC 17 times before.
No one would say 87 like that w/o a reason. They would say “nearly a hundred” or something more vague.

Might be referring to the ‘87 Black Monday market crash. Bush Sr. was still VP then and there was a lot of conjecture about program trading... but a lot of the drops occurred during light volume trading. I think it was after this that they implementing the ‘plunge protection team’ and a bunch of the other market controls for trading.

But I do know this!
In the electric power industry, "87" is the assigned number for a differential relay function. Power in = power out. If there's a difference, then there must be a short circuit (fault) within the measured zone of the differential scheme and circuit breakers will be made to trip.
Not sure how, or if this translates to what the President is saying.
