I can only speak for Texas but the described action here could bring about felony charges. Our instructions include a phone number to call at the Texas Secretary of State office to report the action. I think it is honorable to hope for the best in and regarding all people--as a general rule.
However, there are times when a Christian is called on to call a spade a spade AND TO ENGAGE IN SPIRITUAL WARFARE AGAINST SPIRITUAL WICKEDNESS IN HIGH PLACES. On that score, Christ was most hostile in calling out the Pharisees AND in declaring their doom.
Evil creatures pretending to be human who seems to virtually delight in dismembering full-term babies--particularly without any anesthetic--are akin to those in Babylon who placed their infants onto the brass arms of their god Molach as the fire under the arms burned alive the baby so placed there.
I have no compunctions about asking God to remove such people from this life, this planet ASAP in whatever way HE SEES FIT. Particularly if there is no likelihood of any confession and repentance on their part.
