Back in the 70’s they had a huge effort to infiltrate covert operative members into a wide swath of bureaucracies. It started with the IRS but included stuff like DOJ, Coast Guard, SS admin. They were looking to get tax exempt status and also harness the government to harass and destroy opponents and ex members.

Q is clearly an alternate communications channel deliberately established by the Trump team--analogous to his Tweets as a means of direct communications. I feel a bit sorry for our FReeper colleagues who blind themselves to this essential information.
Unlike any form of "Regular news" (FAKE or otherwise) the Q channel is heavily focused on long-term plans and strategies of the Trump team. Since they are not omnipotent or omniscient (despite apparent MI or NSA capabilities), these plans do not always play out as anticipated, and that seems to disturb some FReepers.
I think the famous quote of Field Marshall Helmuth von Moltke applies here: No plan of operations extends with any certainty beyond the first contact with the main hostile force. ... No battle plan ever survives contact with the enemy.
Another factor of which some appear unaware is that POTUS is not trying to win battles, but to win a war.
