passenger from the JFK "flu flight" being transported on a stretcher.

Help me out here. Is it normal for a person on a stretcher to look like they are in a straightjacket? The person's arms look like they are restrained. If it were just the black belt, I could rationalize that as something to keep them from falling off. Any EMTs who can weigh in on this?
