At the time, I thought consensus was that Tillerson was there to cut off his escape by speaking with govt officials there.... Tillerson was removed while on that trip....
but now it could be possible to think that he was there working with the government to set up perimeters in the event Obama denies his US Citizenship and is deported there. Just speculating here.
