INS rules at the time of 0’s birth said that for a us citizen mom to convey us citizenship to the child born outside the us, the mom had to have lived in the US for 5 years past the age of 14.
That would be 19, so Stanley Ann was too young (by almost 4 months).

If born on foreign soil mother had to have lived for five continuous years after the age of 14 to confer US citizenship upon offspring. At that time. SOmething also about whether married to foreign father or unmarried. Can’t remember. But people need to realize that citizenship at birth and NBC are not the same thing.
It wasn't youth, it was time living inside the United States which gave the right to provide the right to pass on citizen ship off shore IF he was born off shore. . . according to the law in effect at the time Obumba was born. Exactly how old she was is somewhat irrelevant. . .

Stanley Ann would have had to have been nineteen to have passed on her citizenship rights to Obumbly.
This is, of course, all predicated on whether or not he was born somewhere other than inside the USA.
