It’s never really been decided. There have been cases associated with parent citizenship. McCain was considered by Congress as NBC. He was born on a base in Panama.

Most military bases are considered US soil just like an Embassy is considered US soil...depends on how the base was established with the locals.

So if born to citizen parents (debate on 1 vs 2) in a hospital on base would be considered US soil therefore NBC.

That was addressed above and the Senate made some statement or other which was not binding. Meant nothing, merely symbolic.
