S.Res.511 referred to a 1799 (1798?) natrualization law that aid something to the effect of "a persdon born overseas to citizen parent shall be considered as an NBC." The senate blew of the "legal fiction" aspect, and said that the repealed 1799 law (it was in effect for ONE year) actually created a NBC. No. it created a legal fiction, like some modern laws say "a person 26 years old shall be considered to be a child" (actual law on the books today).
In support of Cruz, posters declared that Congress could amend the constitution with a statutory pronouncement.
