Unfortunately, according to our own LS, it's not true:

1) There have been some crazy theories going around so let's look at what is actual law.

2) Congress has a two-step program for spending money. Technically, the President doesn't spend anything.

3) First, there is the "Authorization" process. The House, then the Senate . . .

3) contd: . . . AUTHORIZE every department and agency to spend up to a certain amount of money. Think of this as giving your kid permission to spend the money in his piggy bank.

4) The APPROPRIATIONS process then actually allocates how much of that authorized $ can be spent.

5) So, you "authorize" your kid to spend $10 . . . but there is nothing in the piggy bank to spend. Then you put in $5 that you have "appropriated." He still can only spend $5, because that's all that has been appropriated.

6) Departments turn in their budgets yearly.

6) contd. Typically, Congress does what's called "baseline budgeting," wherein they assume a department starts with LAST year's budget #s, and Congress works up from there. (another reason for constant deficits).

7) "Zero-based" budgeting would require a dept be reviewed . . .

7) contd. . . . annually with new hearings. Actually, as much as we hate "baseline," it would be almost impossible to run any government of any size on "zero." But a five-year zeroing out would be reasonable.

8) So, DoD gets its budget:

8) contd. You have $xm for tanks, $ym for planes, $zm for pay.

DoD CANNOT willy-nilly just "move" money from tanks to planes. That hasn't been AUTHORIZED.

9) You say to your kid, "Sure, spend $5 on a movie ticket." But you didn't authorize spending $5 on candy.

10) Sometimes, authorization/appropriation is conditional upon meeting conditions set by Congress. Don't meet the conditions? Don't get the money.

11) This COULD be the basis for, if Congress had a spine the basis to deny virtually ALL federal funding to "sanctuary cities."

12) It has been the basis on which the feds get involved in ALL education: don't accept our rules on transgenders? No $$.

13) Anyway, the point is, Trump CANNOT simply "take" money from DoD and apply it to the Wall. The Army Corps of Engineers is funded, and they have

13) contd. already submitted their list of projects/payroll for which money is authorized. If ANY of that is spent any other way, Congress simply would not APPROPRIATE any further of the AUTHORIZED money til Army CoE straightened up.

14) Further, Richard Nixon thought he had a way to contain spending on what he thought was extravagant stuff in 1973. He "impounded" the AUTHORIZED and APPROPRIATED money, but wouldn't spend it.

15) Nixon cited Truman, Ike, JFK, and Johnson, all of whom impounded funds. However, in each case they did so on the basis of "economy and efficiency." Nixon impounded money on grounds that in the future it would raise taxes.

Likely, but not provable.

16) Further, it was subsequently concluded by courts that the illegal acts by Truman, Ike, JFK, and LBJ were not precedent for another illegal act.

17) In other words, just cuz Zero "got away with it" once or twice doesn't make it legal precedent.

18) Nor would it make it likely Trump, with a semi-hostile congress, could get away with it.

19) There is no Constitutional wiggle room for Trump to arbitrarily build the wall.

20) Actually, that's a good thing. If an when it's built, it will be on firm Constitutional and legal foundation as well as on its physical foundation.,

21) And remember, the Founders took all these precautions to empower the LEGISLATURE to control all spending.

22) We have ourselves, the voters, to blame for the legislature that has taken full advantage of its Constitutional powers.

23) Not until we have people in there who genuinely think like us will we have change.

It's not true. The word "budget" doesn't even appear in the constitution.

Consolidated Appropriations Act of 2018 contains the full legislation and funding for all of the 12 annual Appropriations bills.

"Appropriations" is in the constitution ...

No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.
Article I, Section 9, Clause 7

Here’s a question. I never saw Donald’s reality shows. I get that he’s a dramatic personality with the ability to project, charisma, etc.

Can he act? Was he skilled at _seeming_ to telegraph one emotion (acceptance, for instance)and then turning around and evidencing the exact opposite? If so, was he using his anger today to pull a fast one on the cabal? I’m sure the anger was real, but actors use real emotions as a creative tool to portray whatever is necessary for the role.

He’s not naive. He saw the bill in various stages. He has sources to consult. He got his $$ in spite of the aholes and I’m wondering if he is just feeding out the rope for them as he’s done so many times before.

I don’t think this is the point at all.

The President simply considered it IMPERATIVE to get the military healthy again—BECAUSE IT MAY STOP A WAR...OR FIGHT A WAR ... in the very near future.

I think with the military taken care of, we will soon see indictments start, see the Iran thing killed, see some genuine push-back against China in the South China Sea ... and of course see NorK nuclear program taken out.

The military fix was simply ESSENTIAL—and NOW, not LATER.

There is no doubt the President intends to play hardball against enemies domestic and foreign ... but he had to get bullets in the guns (literally).

(b) The half dollar, quarter dollar, and dime coins are clad coins with 3 layers of metal. The 2 identical outer layers are an alloy of 75 percent copper and 25 percent nickel. The inner layer is copper. The outer layers are metallurgically bonded to the inner layer and weigh at least 30 percent of the weight of the coin. The dollar coin shall be golden in color, have a distinctive edge, have tactile and visual features that make the denomination of the coin readily discernible, be minted and fabricated in the United States, and have similar metallic, anti-counterfeiting properties as United States coinage in circulation on the date of enactment of the United States $1 Coin Act of 1997. And notice that there is no statement of the alloys for the dollar. Golden, not gold. (eg. Sacajawea) A $5.00 gold coin is the lowest gold coin in the law.

I think a possible meaning (and I also think there are likely several) for the references to “Games” and the “War Room” movie is the interaction of Man with a rapidly self-teaching AI Being.

The news has shown us, and we have been warned by Elon Musk, and even Hawking that we should be very concerned about the unrestrained “AI God” the black hats are in the current business of creating.

Facebook is showing us that day to day human information is very important. We are encouraged to carry devices like “Smart” phones with us so that our movements can be tracked and mined… but also so that our interactions with it may also be collected. We have devices like “Alexa” being invited into our homes for the same reason. WE ARE TEACHING AN AI BEING WITHOUT OUR KNOWLEDGE OR CONSENT.

The thought I had early one morning a few days ago was that, as in the last scene of “War Room,” Q and the Anons, and all who are aligned with them, are actually in the midst of challenging this process. By becoming “Red PIlled,” I wonder if we are all in some way engaged in seeking to instruct the developing AI Being that there is futility in the evil of the game “Thermo Nuclear War” because it is like “Tic Tac Toe” - there is never a winner. Q admonishes us to “Learn Game Theory.”

Engaging in unrestrained evil is like playing “Tic Tac Toe” - there is never a real clear winner - only stalemate or loss. “How about a game of chess instead?”
