Almost all of last year we did not have a budget. We had a continuing resolution. If it has to be in something called a “budget” or otherwise the Pres can just spend what he wants, why didn’t Trump build the wall first thing last year when he had no “budget?” (Hint: he can’t. Supposedly, and I haven't gone fishing for it yet, the appropriations bill includes a provision that requires adding "those who need help navigating their finances" (I figure power of attorney level financial incompetence) to the federal can't possess a gun list. Or at least can't buy another one.
