I like Joaquin Phoenix in Gladiator as Commodus

and
Rutger Hauer in Blade Runner at Roy Batty

but I'm sure I have others if I really pondered it.

I thought the guy that played The Joker in one of the recent Batman movies (the actor that died) was a pretty convincing psychopath.
Ernest Stavro Blofeld From the James Bond movies - played by Donald Pleasence - was good too.
The fellow who played the German Officer in “Inglorious Bastards” was excellent too.
And last but not least, Patrick McGoohan as King Edward Longshanks in Braveheart. Delightfully villainous villain.

Nurse Ratchet was delicious with her baddiness. She had manipulative psychology down.

That would be Richard Widmark in Kiss of Death (1947) where he
pushes an old woman in a wheelchair down a flight of stairs.
