I just turned on my IPhone and an update started. It finished and asked for my iCloud info. I didnt put anything in and now I cannot do anything with my IPhone as a page that says pay Apple $28, just go to the apps is the only thing that comes up.
Try going to settings, click on the first choice, Your Name and a number of things including iCloud, then click on iCloud.
Go down near the bottom of the page and make sure iCloud is turned off, no green showing.

The most reasonable way to backup your iPhone is with iTunes on your computer. I will not ever allow my data to be on the cloud... at least not while I have any say over anything. I REALLY disliked how updates to iOS would automatically turn on all the Cloud crap that I have had turned off. It is most annoying, and scary really, that your first steps have to be to turn off all the iCloud dat sharing.
That said, with iCloud disabled, it is extremely easy to set iTunes to backup your iPhone whenever you hook them together. I do it by virtue of a USB cable. I had occasion to get an AppleCare warranty phone for my son. We were able to install his backup in a matter of moments.
I would agree with a previous poster that one of the biggest issues is Apple having multiple login portals. Your 'Apple ID' is not always the sole Apple ID. You can end with multiple IDs and passwords, which can really screw up access at Apple.

Go to the Apple Genius Bar. You got problems
It needs your AppleID and password to finish restoring all of your settings and files. I have no clue about what the "Pay Apple $28." is all about, unless you have apps on this phone it thinks you haven't paid for because you haven't put in your AppleID so it can authenticate them.
Call 1-800-MY-APPLE and tell them about this PAY Apple $28 issue to get a free service. Something is wrong.
