No foul play was involved in those cases, according to the Coroners Service, though it did not say how it arrived at that conclusion. Really? I mean, you find feet sans torsos and they don't suspect foul play?..............

They are assuming that they are suicides and the feet came of in the natural course of the body disintegrating.
The foot then floated to the surface because the shoe is light and ended up being taken by the currents to where they found it.
I will be the first to admit there are a LOT of assumptions in the statement but that is their current working theory.

Yup, covered on a documentary. People lost overboard, (+ other causes)sink, rot, crab food, foot disconnects, foam in shoe buoyant, floats, beaches.
