Could be a lazy mortician who is being paid to dispose of indigent people and instead take a them out and drops them out to sea, in pieces.
We had a case near here back about 20 years ago of a crematorium that didn’t cremate bodies, they just stacked them up like cord-wood and sent a box of ‘ashes’ to the families.
People got suspicious when they discovered unburned wood in the boxes...............
