Queen Elizabeth II, 91, is the longest reigning monarch and allegedly held a meeting as recently as two weeks ago to begin the process.
Her Majesty is said to have decided that if she is still on the throne at the age of 95 then she will request the Regency Act to come into force.
The Regency Act would make Charles a Prince Regent and a King in all but name.
Under the Act, the Queen would remain head of state but would have reduced duties without abdicating the throne.

Ah, but what would happen if she didn’t appoint a Prime Minister who has a majority in Parliament? And what would happen if she didn’t commit the armed forces to something already approved by Parliament?
I actually don’t know. But I suspect that the consequences would be so severe that she’d dare not do it. And if you dare not do it, do you really have that power in the first place?

Good point. But if push came to shove, she could. The Monarchy is also one of the wealthiest organizations on the planet, probably only second to the Catholic Church. That’s a lot of power right there.
There was a play in London in 2014 called “King Charles III”.
A PBS TV version showed in Los Angeles in May starring Tim Pigott-Smith (who died this past Feb I believe.) I won’t tell you how it ends — but I gasped twice. Once at beginning when Act I starts on the evening of the burial of Queen Elizabeth II with the family talking in an alcove. The second time I gasped was the ending where the author solved the Brits’ problem of what to do with Charles in a clever way that I’m sure would please all.
See if your local library has it or look up on Netflix or whatever you use — and enjoy.

I wonder if the Queen can do this, in a way abdicate the Crown to Charles, sort of, with the specification that William is to be her successor upon her death?

Diana had some real issues. I once read she loathed her step-mother and pushed her down the stairs. Whether that is true, I don’t know.
Succession is fixed by UK law. Queen gets no say.
Chuckie is nearly 70, and his squeeze is a year older. They are probably past upsetting anything real anyway.
A British newspaper floated this story about a month ago and the Queen said she has no plans to retire and turn the crown over to Prince Charles.

That’s not how it works over there. And there are still several years until she is 95. She just turned 91 in April, and she is still going strong.
If Charles abdicates, it would likely go to his eldest child, William. When Charles’ uncle Edward abdicated in 1937 or so, he had no children so that is why it passed to his brother (Queen Elizabeth 2’s father); but it was the first abdication in English history. Thus, Parliament had to pass a special bill declaring the terms, such as that any of Edward’s future descendants could not claim the throne.
Now that UK has passed the gay marriage law, there may come a time when there are two “queens” on the throne.
Better that the butler keep his big flapping trap shut. Hope he got fired.

Phillip has already announced he is retiring from official duties this fall, and Eliz has already been using Charles and William to accompany her. She also uses her daughter Anne, her son Edward and his wife Sophie from time to time.
There were a couple of prior Kings of England named Charles, and the dog was probably bred and named back in those hunting-party days.
