These criteria are not exactly the criteria I would use for determining livability.
Just some personal anecdotal evidence. We had some friends of my wife come to visit from Mississippi. They are “lesbian”. Not once did they state that living in Mississippi was living in a state sweltering in the heat of injustice towards people like them. It’s only anecdotal but in talking about their lives, the alleged shortcomings of Mississippi for “LGBT” peoples never came up.

How does ‘protection from discrimination’ equate to a good business climate?
If such protections produced economic activity then why are NY, CA, and other progressive utopias not economically vibrant and drawing new residents?

I have lived in Alaska for last 20 years. As soon as I can wrap up some business here I am moving to Texas. I don’t really care what this rating says. Alaska is a dying socialist state. Texas is going to be my home. I have lots of family there and I have had three USAF assignments there. I was born in Louisiana but Texas is my home.
