Abraham Lincoln issued the preliminary Emancipation Proclamation on September 22nd, 1862. It stipulated that if the Southern states did not cease their rebellion by January 1st, 1863, then Proclamation would go into effect.

Before this date the war was about preserving the Union. When troops finished their enlistments they went home. Union troops became hard to find.

Then came the Emancipation Proclamation and people viewed it now as a war to free the slaves, NOT to preserve the Union. They did not want to give their lives for such a thing, so then Lincoln came up with the Draft Laws, which drove New Yorkers and others went into rebellion against the draft.
