North Carolina gets my vote. During my three years there I never once saw anyone use a turn signal or move to the left lane if an emergency vehicle or LEO vehicle was on the shoulder.

I find folks here in Georgia consider the turn signal indicator a stranger.
Also, if you are in the middle lane and signal that you want to get in the far left passing lane, the fellow in your blind spot will match your speed so that he remains in it.

I can't tell you about drivers, but I can tell you that Pennsylvania has the worst roads in the nation. The rest of the country subsidizes us on tires because we are fortunate to get about half the miles out of the manufacturer's warranty.
Crappy brands like Dunlop, rated for 40,000 miles, will typically get you 20K. Good brands like Michelin or Yokohama rated for 80K will typically get you 40K.

Whenever I see a driver go into a lane that's about to end and try to see how many cars they can pass before they run out of pavement, I think: California driver.
When I see a driver who keeps passing on the right after running out of pavement, I think: Chicago area.

OH, this is so funny! I live on the Eastern Shore of Maryland, about 10 minutes from the Delaware border. We have a running gag that if a car is being driven erratically, too fast, or otherwise irresponsibly, the driver must be from Delaware. We wait until the car passes us to view the license plate, and lo and behold! EVERY SINGLE TIME! :-D

Lived in Mississippi, Texas and NY tri srare. I concur with above. So strange how drivers are just more obnoxious and rule bending just over the outer ridge crossing. And forget Texas got hit six times minding my own business at standing position. Stop light whatever. Saw three accidents per day commuting.

New York and Virginia hands down the worst. Connecticut drivers are a close third.
New York drivers love to drive 10-15 miles per hour under the speed limit in the left lane then gun it when you try to go around on the right.
Massachusetts and New Jersey Drivers best.

1. Louisiana - clueless, inconsiderate and reckless. 2. Texas - big boys drive big pickup trucks with zero regard for other drivers. 3. Alabama - in the 4 years I have lived here I have seen ONE car pulled over for speeding - the other 10 million got away with it. 4. Mississippi - again clueless, reckless and feckless - with crummy cars to boot. 5. Florida - act like there is no such thing as turn signals OR brakes!
