Terrorists have clear goals and tactics that are usually communicated in a very public forum. They use military force against civilian populations to achieve these goals. Vengeance, however misplaced, causes terror but is not Terrorism.

On the evening of May 4, 1886, some 2,000 union workers and anarchists gathered near Chicago’s Haymarket Square to protest police violence and rally for an eight-hour workday. When city police arrived to disperse the crowd, someone heaved a homemade bomb into their ranks, causing an explosion and a bloody riot that left seven officers and at least four civilians dead. While the identity of the bomber was never revealed, the tragedy triggered an early “red scare” that saw eight radical labor leaders arrested and convicted of murder in one of the most controversial trials of the 19th century.

Terrorism? Depends on motive and target. If the target is solely police, is that terrorism? If this is simply attacking government authority represented by police, isn’t this insurrection? And is this by, for, or on behalf of a group?

Witnesses say the shots went off and the officers in and near the crowd started to fall. Only a couple of civilians hurt. This tells me not normal gang-banger shooting. Disciplined fire is not usual for thugs. Saw video showing an armed thug shooting one officer. This murderer moved with balance and discipline.
Hate to say this but shooter maybe not black—did not move like a black gang-banger.
