Terrorists have clear goals and tactics that are usually communicated in a very public forum. They use military force against civilian populations to achieve these goals. Vengeance, however misplaced, causes terror but is not Terrorism.
Isn’t the goal to get the police to stop certain behaviors? They want to use violence to push policy changes. Why isn’t that a kind of terrorism?
