If Comey had recommended prosecution, they may have gone ahead and had a trial and cleared her, thereby making it impossible she could ever be tried again due to double jeopardy. As it is now, the next administration could come along and prosecute, as the statute of limitations would not have run out.
Your hypothesis makes more sense than anything that happened yesterday.

Lynch is really in a bad place because of others actions
First: her clandestine meeting with WJC is exposed (by whom? ).
Second: Comey sets her up to not charge HELLary (its her job not Comey) even though he laid out the reasons she should be indicted
Third: Hellary herself opening bribes her. continuing her job if shes elected. (Which also undermines her authority and credibility not just now but in the future)
Am wondering what she did to merit such attention. Are they keeping her on the reservation?

Nothing will ever be done. There will be no future prosecution. This entire thing has been nothing but a distraction, like the Obama citizenship issue. A complete waste of time and resources.
It’d be better to simply find who the Hillary supporters are around us. Observe them. When they commit crimes, violate city codes, break rules in the work place, etc... report them and get them fired and jailed. Make DemocRATS miserable any way possible. All legally.

My guess is that he’ll be forgotten in the build-up to the election. If Clinton wins he’ll leave within 6 months. If Trump wins he’ll leave within 6 minutes.

Comey is a cop. A flatfoot. A gumshoe. A stakeout peeper in a fancy corner office. Why is he making recommendations at all? What happened to the company line from both parties and the media about the FBI gathering evidence and prosecutors making the decisions thereafter?
Why did we need a statement at all as opposed to a written report a la the contemporaneous Chilcot Inquiry Report? Why was the statment so top heavy with ifs, buts, and exceptions? Why go before the cameras to say you are doing bugger all? Why is somone ostensibly accountable to the public refusing to take questions espcially when his statement engenders them? Why did his statement sound as if it were dictated verbatim (including sentence structure and vocabulary) by Lynch’s DOJ via Obama/Jarrett and the Clintons themselves?
What do families and victims of major crimes who are forced to rely on the FBI for investigation and resolution think now about their prospects? What about someone whose child is missing or abducted?
I’m frankly uninterested in Comey’s shameless, cowardly ass-covering and less interested in media dissection of his boilerplate. The ball is in the catcher’s mitt now. Not only did Comey and the FBI strike out, they never took the bat off their shoulder.
Sorry, but no matter how you slice it, Comey is corrupt. there is no excuse for him not recommending prosecution. He has clear unrebuttable evidence of over 150 violations of the espionage act and he gave Clinton and Lynch a pass. He’s a pig.

I think you are right. I was thinking about this, this morning. Let’s say he made a deal to keep his job or his pension or whatever deal he made, that caused him to not recommend the indictment. With that in mind, it seems he did/said everything he possibly could to tarnish HRC, and make the path forward only slightly less complicated for her.
