Well, for one thing, they probably did it on the sly.
For another, many Amish have a thing about wired items. Many sects don’t like wires, but allow cellular phones. Many allow wired technology, but only for the community - such as a community phone. But no person or family is allowed their own phone.
I think most do not allow cars at all. Allowed to ride in them, not drive/own. Mennonites drive, Amish ride.
Everything they do/allow is decided by local council, who consider what ramifications such technology might have.

...
They were probably lucky to get caught. An old van like that probably has a soft suspension and they could have lost control easily at that speed.
