It could be due to the fact that there are no juvenile records as the case was never brought before a court and could not be sealed by a court.

In the police report, the father claims it was a family friend (page 14), and apparently the “friend” was a “he”:

You do understand I am sure that people who are accused of a wrong doing and are asked to defend themselves through the national audience of TV do so for just that purpose....giving their side of the picture.
I am sure you are telling us that if you were in their shoes you would just sit back and let the press and others just ridicule you and every member of your family....Try to get someone/anyone to believe that.

When I was about 8, some girls who were about 9, 13, and 15 played doctor with me. Yes it was wrong, but do they belong in prison for their sin? No, I was not harmed and I actually enjoyed it. They made my day. Now I know that it is different for boys, but kids will be kids. If every kid who played doctor was sent to prison, the jails would be over filled.
So, who was it that was reading to the children and fondling a girl’s vagina?

What gives you the right to be outraged when the victims have forgiven Duggar? What gives you the right to claim he is a pedophile when the victims don't believe that?

I’m not sure what’s meant exactly by “playing doctor” - that might have different definitions for different people - but what those girls did to you was wrong. But — I realize men do see this issue a little bit differently when they’re the victims and females the perpetrators.
