It could be due to the fact that there are no juvenile records as the case was never brought before a court and could not be sealed by a court.
Aaaaaaaaaahh...but the records WERE sealed and whoever leaked them,only redacted the names, but left enough info so that anyone reading it, could easily figure out which sisters he had touched.
