It's been such a long time since the Senate has offered up a budget to the president. This 1.1 trillion thingy just passed, how does that affect what the Senate is supposed to do?
In days gone by, a real budget that has been first put together by the House would be sent to the Senate to be voted upon. Then after passing, a Conference Committee of representatives from the Senate and House would meet and work out differences between the bills pass and resolve them to agreement. They would then issue a report back to both entities. The House then would vote on acceptance or rejection. It, being the only legislative entity authorized to issue a budget would then vote and the bill would pass to the President for signing.
Has Obama every really had a real bill? No, I think. He’s gotten continuing resolutions and he has operated on bravado and usurped authority in my book.
Seeing how this is his first real budget, who knows what will happen. It would not surprise me one bit that he will reject it for some specious reason because it does not contain what he thinks he wants.
Tyrants are like that.
If there are major differences between the House version and the Senate version, a conference committee is called and both sides settle the differences in the two (if possible) then sent them back to the House and Senate to ratify again before it goes to the president.
If there are no major differences, the Senate version then proceeds to the President’s desk for signature. However, I am unsure whether the “line item veto” power exists for the president on this issue or if he must sign it as is.
It’s really just another CR. Congress has once again failed in passing an actual budget.
What else are we to expect from a person whose only claim to fame as senator was voting "present" and getting all passionate about babies who had the audacity to live after being subjected to an abortion.

This is not a budget. It’s just another extension for spending. In the last five years I don’t believe the Senate has once approved a “budget”. In fact, I believe at least one of the budget proposals within that five years was voted 97-0 against. The fact is, “they” don’t want a budget, it means they actually might have to stick to spending caps and that just can’t happen in DC, K-Street won’t allow it.
Imagine if we peons out here ran our finances the same way fedzilla is doing.
I understand that. But will the republicans, when the new congress is in session, will they present a budget?
He personally lobbied for the Senate passage. He will sign it. It is a great victory for the Left including the GOP leadership which collaborated with him.
They probably will present one. After they have crawled on their knees to the White House and lay prostrate before him begging him for direction.

The thing about despotism and tyranny however is that aspect of capriciousness that cannot be predicted.
It is ‘mood’, it is whimsy, it is wholly an unknown because rarely, even the despot or tyrant does not know why he does, only that he wants.
FY 2015 is now a done deal. They now have to come up with a budget for FY 2016 which begins next October 1st. The House will pass a budget, and also (supposedly) the senate.
Come on folks, BUDGETS are sooooo 18th, 19th and 20th Centuries? Don’t you know we are now in the 21st century and have evolved waaay past those old outdated Constitutional requirements?
