The cigarette tax may be too high, but “untaxed” goods have no taxes because they are either stolen or smuggled, usually by the Mafia or a terrorist group, and then resold to people like Garner (who was apparently a biggie in the local stolen cigarettes ring), who then sell them in front of immigrant-run (usually Indian) shops where the owner has actually paid the taxes and bought the ciggies legally ...or often these stolen cigarette vendors force the convenience store to buy from them at the risk of having their business trashed.
The Mafia does this with all sorts of products, stealing truckloads of everything from cigarettes to gasoline.
The tax rate is a separate issue.

they did have the right to protest even if we dont like them. Besides how much more damage could they possibly do to that screwed up city?????? They have a right to protest, not to wrek havoc and disrupt others' lives. The city sucks but most of those being screwed over are working pukes trying to make a living.

Same here, I don’t see why they can’t do it at the mall or around a stadium or something. I would hate to be stuck waiting with my wife, our toddler, and our infant on a major highway for reasons other than a car crash.
