Maybe they just mean that the officer will not be charged for his bad marksmanship. WTH? 5 shots to the arm? I don’t think that is what he was taught in police training. More like three to the chest and two to the head.

You do realize that he had just been punched in the head and one of his eyes was out of commission and he was still reeling from the punches to his head?
