Islamic militant forces in northern Iraq appear to be shifting tactics in the face of the newly launched U.S. airstrike campaign, Defense officials say, posing a new challenge to the Obama administration as it seeks to at least slow the terrorists’ advances.
According to officials, until now the Islamic State (IS) was behaving like a well-organized army, moving with strategic intent and pursuing military objectives. Now, officials are seeing at least a partial shift to classic insurgency tactics, as militants begin to blend in among the population, making targeting more difficult.
“One of the things that we have seen with the [IS] forces is that where they have been in the open, they are now starting to dissipate and to hide amongst the people,” Lt. Gen. William Mayville Jr., director for operations with the Joint Chiefs of Staff, said. “The targeting in this is going to become more difficult.”

You can’t win if you are worried too much by collateral damage.
The changes in tactics must help the Kurds and the Iraqi Army.
This does mean that ISIS will be less effective; they cannot hide and mass for a concentrated attack at the same time. So in a sense, their change in tactics means they’ve accepted that their momentum is slowed. There is no time to lose, however. Those fighting ISIS need to regroup, rearm, find ISIS where they hide, and kill them.
It does. They’re change slows them and is a good sign that they cannot comfortably roll over the opposition.
Just look for dads giving their eight-year-old sons a severed head to hold up for the camera and it should easy enough to spot them. Either that or where woman and children are being hurried alive.

ISIS using standard Islamist body armor . . . .
This article makes the most important point by omission. There was a time to destroy ISIS comprehensively, when they were massed into a hoard, crossing the desert in Anbar. Obama golfed and dithered and failed to take it. A wing of A10’s or a couple of B52’s dropping cluster bombs could have reduced ISIS to ashes — before the Iraqi Army folded, before the mass executions, before a giant refugee crisis. Why did Obama drop the ball?
The Obama Doctrine:
1) “Don’t do anything stupid”.
2) Since everything Obama conceives really is stupid, do nothing.
3) Evil triumphs, Mission Accomplished, vacation time.
