The word “allow” has always bothered me. It is a right and that needs to be addressed instead of “allowing” it.

The college in question is private (Dartmouth) and hence is private property. Thus it does become a question of allow.
On a state university, you would be correct. Of course you could end up with oddities like the college where I work in which the students are free to utilize their CCWs, while I am not (it is against employee policy). Our director of campus security quit over that point since it was so dumb (he did not object to the students carrying, but rather he not being able to do as as well).
A better question, “When does a public entity have the authority to take away the individual right of self defense?”
When you start talking about what people ‘should’ have or be able to do, you’ve made the case for the 2nd Amendment.
The answer will be forthcoming after the next campus mass shooting has taken place.
