I reformatted last weekend, now I'm getting this popup at random sites I try to open. Sometimes I can cycle things 2 or 3 times and access the page, sometimes I can't gain access.
I know vista is a problem but I'm stuck with it for now.

IE is THE worst browsing utility hands down.
Download Firefox @ www.Mozilla.org. It will download the most current version by default, 4.0 something, and if you have issues with that version, as I did, you can install previous versions.
The new version did not support any of the extensions I use and Flashblock is absolutely an essential one for me.
Malwarebytes does *not* have to be run from safe mode. If it finds something that needs that lowlevel access, it will ask you to boot and then run from boot.
The only diff between freeware version and registered, is the freeware doesn’t run as a constant background process.
And some malware will try to keep you off of known malwarebytes sites. Malwarebytes is very good for one-shot problems, but maybe not so good for a background process/constant antivirus.
For an antivirus that is small, extremely effective, free and fast, get Avast.

More than likely, you’re going to have to run version 3, which is the link I gave you.
Try 4 first to see if it runs on Vista. If not, then just install 3.
You can ‘import’ your bookmarks from Explorer during the install, so you won’t lose anything.

And I suggested running Malwarebytes in ‘safe mode’ because some trojans will not only hijack your browser, but can and will prevent you from running any Anti-Virus or other scan program.
I’ve had it happen twice.
I now run Microsoft Security Essentials.
Haven’t had a problem since.
Search Microsoft Security Essentials, a free program.
Uninstall any other anti-virus programs before installing.
That dialog box:

Doesn't exist in later versions of IE.
That's why I ask.
Image files are my priority, so far IE has worked out best for them.

MacOS is just a pleasure to deal with compared with the bad old Windows days...

Try upgrading IE. If that doesn’t work install Microsoft Security Essentials + Spybot S&D. Heck do that anyway. If it persists consider checking for a trojan.

Now if you are running IE 8 or higher then your problem is malware,highjack etc.
I’d settle for being able to stop that damned IE setup popup that keeps appearing every so often.
While you have IE open press "ALT+H" then click on "About Internet Explorer"
