To most politicans in the third world, and this includes Muslim countries, they win if they remain standing (aka remains in power when combat operations end). That was the real lesson learned 1991 - 2004 with Iraq. It is criminally stupid to think that part of the world has changed since then.
When dealing with dictators, the most common form of leader, you must put boots on the ground to remove him. Look at Grenada, Panama, and Haiti for proof of this statement.
If you are unwilling to put boots on the ground then you are NOT going to change a form of government. At best you can cause a dictator to draw in his horns for a short period of time. But change how he got into power and maintains power? It ain't going to happen Pilgrim.
